You can navigate to Dashboard >> Appearance >> Customize >> General Options>> Sort Sections
You can only Sort the Front Page sections. Hold the Title or this icons ☰ with your mouse and drag up and down to sort the homepage sections. You can also show and hide each section from each sections of individual settings panel.
