By default, you will be seeing Add Menu as menu for site. You have to create your menu or use existing menu for site. For setting menu, go to Dashboard – Appearance – Menus and create your own menu.

You can create menu from pages, posts, categories, custom links and other taxonomies if is available from Add menu items bar. You can rearrange your menu structure by dragging menu items. Once, you have done for menu, you can find Menu Settings at bottom. Check Primary to set you created menu for site.
